Who issues each one
WBENC is the Women's Business Enterprise National Council. Its certification FAQ describes WBENC as the certifying organization for Women's Business Enterprises in the United States and U.S. territories, with 14 Regional Partner Organizations that process applications.
Missouri MBE/WBE certification comes from the Office of Equal Opportunity in the Missouri Office of Administration. The supplier certification program is a state program. The FAQ says it covers Missouri state agencies except the Missouri Department of Transportation, which uses the federal Disadvantaged Business Enterprise program instead.
A certificate from one of these organizations does not become a certificate from the other.
What the categories mean
WBENC's own term is WBE: a Women's Business Enterprise that WBENC has certified. WBENC's FAQ says the business is certified, not an individual person. Its eligibility page says the standard includes majority ownership by one or more women (at least 51 percent), management and control by women, a woman in the highest office named in the legal documents, a contribution of capital and/or expertise, and U.S. citizenship or lawful permanent residence for the women owners who make up that majority.
Missouri uses more than one label. The public directory can filter MBE (Minority Business Enterprise), WBE (Woman-owned Business Enterprise), or the combined type MBE/WBE. The state's eligibility page says a firm may qualify when at least 51 percent is owned by a minority and/or a woman, that owner is a U.S. citizen or lawful permanent resident, that owner holds the highest position and controls daily and long-term decisions, and the business is for-profit.
Those 51 percent figures are each organization's published rule. They are not a published ownership percentage for Blue Tree Technology®.
The letters WBE do not mean the same thing in both places. A WBENC WBE is a WBENC certificate. A Missouri WBE is a Missouri certificate. The Missouri directory's combined type, MBE/WBE, is a third label on that directory. It is not a WBENC category.
WBENC WBE is not the same as SBA WOSB
WBENC's certification page says WBENC is an approved third-party certifier for the SBA's Women-Owned Small Business (WOSB) Federal Contracting Program. That is a separate federal designation. A WBENC WBE certificate is not, by itself, proof of SBA WOSB registration. If a purchase requires WOSB, ask for that designation and confirm it the way that program requires.
Missouri MBE/WBE certification is not SBA WOSB registration either. It is also not the Missouri Department of Transportation's federal Disadvantaged Business Enterprise program.
Where a buyer checks
For Missouri, the public search is the MBE/WBE firm directory. Read the certification type on the row. MBE, WBE, and MBE/WBE are different filters. Match the firm name and address to the company you will pay. What Missouri MBE/WBE certification means walks through that check.
For WBENC, the organization's FAQ says purchasing managers are given access to WBENC-Certified WBEs through WBENCLink2.0. WBENC also says a firm can print a certificate only while its status is Certified, and that a certificate lasts one year from the date of issue. Recertification is not automatic.
A logo on a website is not either record. Ask which organization issued the certificate, then check that organization's own source.
What a buyer can and cannot assume
A buyer's own program decides which records it counts. WBENC's FAQ says a state certification is, in most cases, only for that state's agencies, and that WBENC certification is aimed mainly at corporations and is also recognized by some federal and local governments. Missouri's program is for Missouri state purchasing, with the transportation exception above. Some corporations, cities, and agencies accept one, the other, both, or neither.
Do not treat either certificate as acceptance by every program. Do not treat either certificate as a promise of a contract. WBENC's eligibility page says certification does not entitle a firm to corporate, retail, or government contracts. Missouri certification does not require a buyer to award work either.
Neither certificate is a cybersecurity certification, a SOC 2 report, or the GTIA Cybersecurity Trustmark. Those ask about security controls. These ask about ownership. See what SOC 2 is and what the GTIA Cybersecurity Trustmark is.
Where Blue Tree Technology® stands
Blue Tree Technology® is a State of Missouri–certified Minority Business Enterprise / Women Business Enterprise (MBE/WBE). This page does not publish a WBENC certificate for Blue Tree Technology®.
On November 7, 2026, the Missouri directory listed Blue Tree Technology®, LLC at 1827 NW Vivion Road, Riverside, MO 64150, with certification type MBE/WBE. The public row did not show a certificate number or an expiration date. Company facts repeat that record and the sales number to use if a program asks for documents. Your procurement team still decides whether the record meets your program.
FAQ
Does a Missouri MBE/WBE record count as WBENC certification?
No. Missouri's Office of Equal Opportunity and WBENC are different organizations. A record from one is not a certificate from the other.
Is a WBENC WBE the same thing as SBA WOSB?
No. WBENC says it can certify firms for the SBA WOSB program, and that is a separate designation. A WBENC WBE certificate is not, by itself, proof of WOSB registration.
If a company is MBE/WBE in Missouri, is it also an MBE and a WBE everywhere else?
No. MBE/WBE is a certification type on Missouri's directory. Other programs use their own categories and their own lists.
Does either certificate prove the IT provider's security?
No. Both are ownership certifications. They do not grade cybersecurity controls.
Does Blue Tree Technology® publish a WBENC certificate on this site?
No. This site states the Missouri MBE/WBE certification. It does not publish a WBENC certificate for Blue Tree Technology®.
