What Is Missouri MBE/WBE Certification?

Published · Last reviewed · Next review due:

Missouri MBE/WBE certification is a supplier-diversity certification from the State of Missouri Office of Equal Opportunity. It is a record that a business met that office's ownership rules. It does not grade an IT provider's technical skill, and it is not a promise that every buyer will accept it. This guide explains the state program, how to check a record, and what the public directory showed for Blue Tree Technology® on November 7, 2026. For the difference from WBENC, read how WBENC certification differs from Missouri MBE/WBE.

What the Missouri program certifies

The Office of Equal Opportunity, part of the Missouri Office of Administration, certifies minority-owned and women-owned businesses for supplier participation on state work. Its public pages describe two related labels: Minority Business Enterprise (MBE) and Woman-owned Business Enterprise (WBE). The public directory also has a combined certification type, MBE/WBE.

The supplier certification program says a firm can be eligible when all of these are true:

  • At least 51 percent of the business is owned by a minority and/or a woman.
  • That owner is a U.S. citizen or a lawful permanent resident.
  • That owner holds the highest position in the company and can exercise direct control over daily and long-term decisions.
  • The business is a for-profit business.

Those are the state's published rules. They are not a statement of any one company's ownership percentage unless that company's current record says so. This guide does not publish Blue Tree Technology®'s ownership percentage or the name of an owner.

The same office's FAQ says certified MBE and WBE vendors appear on the Office of Equal Opportunity directory, and that state agencies and contractors use that directory when they are looking for certified participation. It also says this certification covers state agencies except the Missouri Department of Transportation, which uses the federal Disadvantaged Business Enterprise program instead.

How a buyer checks a record

The public search is the MBE/WBE firm directory. A search can filter by firm name and by certification type: MBE, WBE, or MBE/WBE.

Use the directory, not a logo, as the record:

  1. Search the firm name.
  2. Read the certification type on the result. MBE, WBE, and MBE/WBE are different filters on that directory.
  3. Match the name and address to the company you will pay.
  4. Read the products and services the firm listed. Those words are the firm's own description in the directory. They are not a technical certification.
  5. The public result we reviewed did not show a certificate number or an expiration date. If your program needs those, ask the firm for the current documents and check the directory again. A listing can change.

A logo on a website is a marketing mark. It is not a substitute for the directory row.

What this certification is not

  • It is not a cybersecurity certification, a SOC 2 report, an ISO certificate, or the GTIA Cybersecurity Trustmark. Those programs ask about security controls. Missouri MBE/WBE asks about ownership. What SOC 2 is and what the GTIA Cybersecurity Trustmark is are separate questions.
  • It is not a WBENC certificate. WBENC is a different organization. How WBENC differs from Missouri MBE/WBE compares the two programs, including WOSB. This guide does not publish a WBENC certificate for Blue Tree Technology®.
  • It is not every minority-owned or women-owned designation. Other states, cities, and councils use their own programs. A Missouri record does not fill those lines by itself.
  • It is not SBA Women-Owned Small Business (WOSB) registration, and it is not the Missouri Department of Transportation's federal Disadvantaged Business Enterprise program. If a purchase requires one of those, confirm that program's own record.
  • It does not require a buyer to award a contract. Your procurement team decides whether the current record and the category meet your program.

Why a financial, CPA, or law firm might ask

Some clients, especially organizations with supplier-diversity programs, ask vendors to show a current ownership certification so spend can be recorded in a category their program recognizes. An IT provider is one of those vendors.

That is a purchasing question. It is not a rule that every financial firm, CPA firm, or law firm must hire a Missouri-certified IT provider. Whether it applies depends on your clients' contracts, your procurement policy, and any program you have joined. This is general information, not legal advice.

Keep two questions separate:

  1. Does this provider's current ownership record match the category your program counts?
  2. Can they do the IT and security work your firm needs?

The second question is about scope and evidence. An ownership record does not answer it. For the work, see IT support for financial firms, IT support for CPA firms, IT support for law firms, and how to compare MSP proposals.

What the directory showed for Blue Tree Technology®

Blue Tree Technology® is a State of Missouri–certified Minority Business Enterprise / Women Business Enterprise (MBE/WBE). On November 7, 2026, a search for "Blue Tree Technology®" in the public directory returned one firm:

  • Firm name: Blue Tree Technology®, LLC.
  • Certification type: MBE/WBE.
  • Address: 1827 NW Vivion Road, Riverside, MO 64150.
  • Region: Kansas City.
  • Products and services listed by the firm: IT Services, Managed IT Services, Procurement of IT Hardware, AI Enablement.

The same day's search, limited to the directory's MBE type only, did not return this firm. Limited to the WBE type only, it did not return this firm either. The public row did not show a certificate number or an expiration date.

That address is the Riverside office on this website. Blue Tree Technology® serves Kansas City-area businesses from that office. It does not publish other offices. Company facts repeat this record and list the sales number to use if your program asks for documents. Your procurement team still decides whether the record meets your program.

Blue Tree Technology® is in the process of earning the GTIA Cybersecurity Trustmark and has not earned it. Blue Tree Technology® does not have its own SOC 2 report. The Missouri record does not change either fact.

FAQ

Is Missouri MBE/WBE certification a cybersecurity certification?

No. It is an ownership certification from the Missouri Office of Equal Opportunity. It does not grade an IT provider's security program.

Is an MBE/WBE record the same as a WBENC certificate?

No. They come from different organizations. How WBENC differs from Missouri MBE/WBE explains the categories and how a buyer checks each one. This guide does not publish a WBENC certificate for Blue Tree Technology®.

Does the logo prove the firm is certified today?

No. Check the public directory. Read the certification type, the firm name, and the address. The public search result we reviewed did not show an expiration date.

Did the November 7, 2026 search show separate MBE and WBE records?

No. The record that returned used the directory's MBE/WBE type. The separate MBE filter and the separate WBE filter did not return the firm that day.

Does the record satisfy every supplier-diversity program?

No. Your procurement team decides whether the current document and category meet your program. Missouri certification is not the Missouri Department of Transportation's federal Disadvantaged Business Enterprise program, and it is not an SBA WOSB registration.
